232Jacob B. Parlier was born in North Carolina circa 1810.1,2 Although I haven't found a record that explicitly identifies his parents, trends in census records along with other documents strongly suggest that his parents are 464John Parlier and 465Betsey Bullis, as explained below.

Who is 232Jacob's father?

The 1830 census lists 464John, James, and 232Jacob Parlier in succession:3

This proximity suggests a familial relationship, and indeed comparing their 1830 census entries with 464John's 1820 entry suggests that James and 232Jacob had actually been living with 464John:

There were three other Parlier households in Wilkes County, North Carolina in 1820, but none of them had any relevant changes from 1820 to 1830, so there's no reason to believe that 232Jacob arose from any of these three:

Based on these census comparisons, I conclude that 464John Parlier is 232Jacob's father.

Footnotes:

*The 1820 census shows 1 boy age 16-18 and 1 boy age 16-25. However, by comparing the total number of people in the household (9) with how many other people are enumerated, we see that these two entries must refer to the same person, who must have been a boy age 16-18.
One of three boys who were under age 10 in 1820 is subsequently absent from the 1830 census. I don't know his identity, and I presume that he had died.
These two households had other members, but in the table I've only shown the eldest male, since that's all that's relevant for this discussion.

Who is 232Jacob's mother?

464John Parlier and 465Betsey Bullis married in 1800.10

Although 465Betsey is not explicitly named in subsequent records, she is very likely the eldest female enumerated with 464John's household in the 1800,11 1810,12 1820,4 1830,3 and 184013 censuses, since the woman's age advances in a more or less consistent manner, and since I've found no other Wilkes County marriage records to suggest that 464John Parlier ever re-married.

(Note: A John Parlier did marry Arreney Triplett; their marriage bond was issued 7 November 1832.14 Later census records prove that this was a different family altogether,15,16 and in any case this marriage would not be relevant, since 232Jacob was born circa 1810.1,2)

Since 464John Parlier and 465Betsey married before 232Jacob's birth, and seem to have remained married for many years (including the period when 232Jacob was born), I conclude that 465Betsey is 232Jacob's mother.

232Jacob was probably born and raised in Wilkes County, North Carolina, since his parents were living there around the time of his birth12 and in 1820.4 On 27 August 1829, Wilkes County issued 232Jacob a bond to marry 233Frances Douthit.17

They hadn't had any children by the time of the 1830 census, but 232Jacob did have three slaves. This is the first and only record I've found that shows that 232Jacob owned slaves.3

They probably moved to Georgia soon thereafter, since their daughter Mary F. F. Parlier was born in Georgia circa 1832.1

In 1838 232Jacob was selected to represent Paulding County, Georgia at a Democratic Republican Party convention in Milledgeville.18

The 1840 census shows that several other adults lived in 232Jacob's household; their identities are unknown. The numbers below represent: 1 boy age 0-4, 3 men age 20-29, 2 men age 30-39, 2 girls age 0-4, 2 girls age 5-9, and 1 woman age 30-39.19

On 23 August 1841 232Jacob was appointed major in the 203rd batallion of the Georgia state militia.

By 1860 his children had moved away, but another woman and boy (possibly live-in servants) were living in his house. His 1860 farm schedule listing (1, 2, template) shows that they raised livestock and grew wheat, Indian corn, cotton, and other crops.21

232Jacob died sometime before 10 May 1866, when his widow presented an inventory of his estate to the court.22
